As the factory produced cars, running changes were made to incorporate various fixes and other quality improvements. As the cars were shipped to the states and processed through the Quality Assurance Centers, this memo instructs the managers to note and confirm the implementation of each of these changes reported by the factory.
The 22 pages that follow detail the various Engineering, Quality Control and Plant Quality improvements. In addition to the showing a brief description of the problem, each line item also indicates the area of the factory in which the operation takes place, the responsible department, the "Temporary Substitution Authority" (TSA) or Engineering Change (EC) which implemented the solution, as well as the date and VIN point at which the fix was introduced.
These improvements resulted in a reduction 24.95 hours of QAC work per car from a total of 50.3 hours. Further improvements were in progress, and it is reasonable to presume that with a bit more time, the factory would have been able to assemble cars that required no QAC rework.
